Forged in the smiths of the United World of Warlocks this device melds modern technology with magic to create a multi-frequency secure communications unit for use by military and security forces. For routine operations the device is a simple secure handset with excellent encryption and range. However, when the mystical properties are activated the device becomes the gold standard for encrypted operations allowing communication to go totally undetected by technological means and immune to jamming and electronic interference. These devices are used by the U.W.W. military for secure operations. The Warlock Marines have an advanced version with increased range and lower activation costs, but those units cost twice as much to produce and are rare outside the military.

Spell Effect: Calling. The device uses the Calling spell to send a message either to one specific person the user knows by name. The person can hear the message but can only reply with the Calling spell or an attuned device. The communicator can also be used to contact everyone with an attuned device. Anyone with an attuned device will hear the transmission. The device is only listening for transmissions while activated. These messages are not a mental attack and require no saving throw. Techno-Wizards can attune devices to one another with a successful Techno-wizardry construction roll.
P.P.E. Cost to Activate: 23. The user can activate the system by drawing PPE from an attached energy cell or by pumping the appropriate amount of personal P.P.E./I.S.P. into the device.
Duration: 25 minutes per activation, an unlimited number of messages can be sent during this time.
Mystical Encryption: The communication itself cannot be intercepted or jammed normally. A Magic Pyramid, or similar item that exerts the control over ley line energy can intercept the transmissions if the radio user(s) are in range of someone operating a pyramid. The operator can listen to the communication by making a successful operate pyramid roll. The signal can then be transmitted to anyone inside the pyramid. Beings who can sense magic (such as Psi-Hounds) can detect when the device is activated (if in range) but cannot hear the communication.

Step 1: Form -
Wilk’s PRC-5 Secure Walkie Talkie

we've got that. An encrypted radio with a dual power lead hook up to a battery and a PPE Clip.

Step 2: Determine Functions of the Device: An existing high quality radio system with encryption (like the Wilk's high end Comm system, but it can be a Phase World manufacturer, maybe Naruni or Galactic Armory) is modified to send a message on quantum wave frequencies (magical radio waves). It uses the Calling spell is used to send a message either to one specific person you know (of) and name. Or it can be used to send to one quantum wave frequency (magic radio frequency). Anyone listening to that quantum wave frequency will hear the transmission. Incidentally, the radio is only listening to the frequency while activated. The quantum radio usage of the radio is not a mental attack and requires no saving throw. Further it is not repeated until the recipient acknowledges the message. The Calling aspect of the magic radio reacts as the spell normally would. The communication itself cannot be intercepted normally, though a recipient's mind could be read via telepathy. The only existing magical technology that can hear this method of communication is a Magic Pyramid or anything that exerts the control over ley line energy like a magic pyramid. If the radio user(s) are in communication range, using a quantum wave frequency, and in range of someone operating the Pyramid who rolls their operation of the pyramid check successfully, the pyramid operator can listen into the communication. It will be transmitted to any within the pyramid the one who operated the pyramid chooses.

Step 3: Determine Spell Chains: Calling; Call lightning is used to provide extra power and the magic element for the quantum frequency.

Step 4: Determine Gems: Calling: Sapphire (16K/carat) - need 5.75 cts, Call Lightning Zircon (Red) (2k/carat) - need 2.5 cts, item level (5) (so we get 25 minute duration and 10 mile range)

Step 5: Determine PPE construction Cost: PPE of Calling ( 8 ) + PPE of Call Lightning (15) = 23 * Device level (5) * 10 = 1150; divide by number of carats of gems used for primary spell (2.5) = 460.

Step 6: Determine Activation Cost: Divide the PPE Construction cost by 20: 460/20 = 23.

Step 7: Calculate Construction time: PPE Consutruction Cost/(10*Device Level: 5)= 9.2

Step 8: Determine Construction Cost of the Device: (PPE Construction Cost x 10 x 5) + Cost of Gems - this includes the leads for connection to the PPE Clip, the modification of the functioning radio which does not lose its functionality, and a modified case for it all.

Final form could be a belt pouch mounted communication device with an attachment point for a PPE clip (and a flap to open so you can change it out). All told it'd be the size and weight of a hand held computer and would fit on the belt relatively easily (with the PPE clip). A control device (size and functions of a watch) would mount on the wrist for activating the magic frequency and choosing normal frequencies and encryption as well. It can attach to a headjack (for those with them), a subvocal mic and ear bud (via a battery mounted transciever stuffed in the pouch), or a standard communication headset.

You only ever need one carat of the secondary spell. Adding more doesn't help- that's only for primary spells. So you only need the one red zircon.
